This report to the U.S. Congress, the Secretary of Education, and the Secretary of Labor analyzes the coordination between vocational education and Job Training Partnership Act (JTPA) programs as required of the Center by the Carl D. Perkins Vocational Education Act. Because of the growing importance of welfare-to-work programs in the vocational education and job training systems, this report also examines the ways emerging welfare programs have been collaborating with educational institutions and existing job training programs. A set of case studies (MDS-214) provides more detailed evidence about this coordination.
