Skills and Security in Evolving Employment Systems: Observations from Case Studies

This document discusses an employment system emerging in the United States which is characterized by (1) a high degree of employment security with flexible job assignments, (2) employee involvement in problem solving and continuous improvement, and (3) continuous training of employees. Case studies of five firms attempting to establish such systems reveal that the systems are difficult to implement in a gradual or partial manner; firms that are successful in implementing the system have made a commitment to implement all three elements.
