This project operationalizes selected concepts initially developed by Grubb and Stern in Separating the Wheat from the Chaff (MDS-040) into a definition and model of customized training that can be made available to vocational educators. It provides state administrators of postsecondary educational systems and local administrators of two-year postsecondary institutions with a conceptual model for evaluating customized training for the purposes of demonstrating accountability, assessing impact, and improving programs.
