State Councils of Vocational Education: Bridging the Gaps and Diminishing the Uncertainties

The Carl D. Perkins Vocational Education Act and the Job Training Partnership Act serve as resources to the states so that programs and services can be developed to guide and assist individuals entering the workforce. This working paper, based on a presentation made in June 1990 at the National Convention of the State Councils on Vocational Education, gives a synopsis of how each act functions and the role that State Councils on Vocational Education play. State Councils serve as intermediaries while performing both mentoring and monitoring roles. They are shown in this publication to be capacity-building mechanisms.
