The Employment Training Panel (ETP) contracted with the National Center for Research in Vocational Education (NCRVE) and the Center for Labor Research and Education, Institute of Industrial Relations (CLRE-IIR), at the University of California at Berkeley to explore questions related to the targeting of ETP funds. This final report is intended as a practical and useful guide for ETP and policymakers concerned with state training programs.
