Legislative Impact Alert

The Congress is considering proposals that could change the federal role in education and drastically alter the funding investment. In an effort to reduce federal spending, the House of Representatives on March 16 passed a rescission bill that would eliminate funding for a number of programs, including National Programs in vocational education funded under the Perkins Act of 1990 (Title IV).

The National Center for Research in Vocational Education is one of these "National Programs." Therefore, federal funding for the National Center would cease at the end of this year, two years earlier than originally scheduled. The National Center's federal grant will continue only if (1) the President vetoes any form of a rescission bill, or (2) the President signs a rescission bill which does not recommend rescinding the Center. This second scenario will occur if the Senate does not recommend rescinding the Center and the House/Senate conference committee's final version of the bill agrees with the Senate's version.

In the meantime, NCRVE continues to engage in cutting-edge research, development, dissemination, and technical assistance/outreach initiatives that informal players in the federal education-for-work/school-to-work activities. For example, funding for "tech prep" ( building seamless programs between secondary and postsecondary institutions) was initially rescinded by the House, but was reinstated. We understand that the arguments used by pro-tech prep professionals in the successful push to reinstate tech prep funding were often based on the outcomes of the extensive resources NCRVE has put into investigating tech prep“what it is, how it works, how well it works.
