Speaking About School Climate in Emerging Vocationalism: Voices of Diversity Within the School

The purpose of the study described in this report was to detail students' perspectives and experiences as they enter, participate, and graduate from programs of emerging vocationalism. Based on a modified grounded theory approach to research, school climate emerged as an important aspect of these emerging vocational programs. The findings presented in this document focus exclusively on the experiences and perspectives of students enrolled in five secondary programs representing various curriculum orientations, locations, and sizes, as well as students with various backgrounds.

Strengthening Entrepreneurship in Communities: An Emerging Role in Postsecondary Education

This paper describes some of the preliminary results of a Center on Education and Work study that examines strategies for fostering entrepreneurship in schools through business incubators and postsecondary programs. It also includes a discussion on the implications for entrepreneurship development considering education and training opportunities in and out of business incubation and in business partnerships with postsecondary institutions.

Fostering Economic Development: Opportunities and Challenges in Postsecondary Education

This paper discusses an expanded role for two-year postsecondary institutions. It argues that global competition and recent developments in new technologies are creating a new set of demands for both the workplace and the postsecondary educational system specifically, that these changes are placing an increasing demand for (1) highly skilled workers who can adapt to and can function in high performance jobs, and (2) new management styles and entrepreneurial skills to recognize changes and improve business performance. The authors argue that these trends in the workplace and global market suggest the need to reevaluate the role of two-year postsecondary education to emphasize an institutional and public commitment to economic development as a community enterprise. They also outline some possible strategies for fostering economic development through partnerships between industry and postsecondary institutions.

Quality of Work Experience as Perceived by Two-Year College Students in Co-Op and Non-Co-Op Jobs

Using a survey of working students in two-year colleges, some of whom are enrolled in cooperative education, the authors of this paper tested whether co-op and non-co-op students have different perceptions of their jobs and of the ways in which those jobs relate to their studies. Specifically, the authors examine differences in (1) ways the present job relates to the student's expected career, (2) intrinsic interest in the present job, (3) opportunity for learning on the job, and (4) the relation of the job to school.

True Reform of Tired Retread? Seven Questions to Ask About School-to-Work Programs

Reforms tend to follow a cycle of proposal, enthusiasm, and collapse. Grubb asks the big question about school-to-work: will it evaporate in ten years' time, without having created any deep, long-term change in schools and students? In order to avoid this, Grubb asks us to develop a clearer vision for the future. He gives a compelling and insightful discussion of seven issues which need careful long-range planning so that school-to-work fulfills its promise. These issues include the need for larger responsibility on the part of employers, the need to design school to work programs so they'll include all students, and the thorny questions of assessment.

Young Men and the Transition to Stable Employment

This article explores whether the characterization of the U.S. education system as failing to provide a smooth transition from high school to the labor market for the average student is accurate. The article uses data from the National Longitudinal Survey of Youth (NLS-Y) to estimate the distribution of young men's ages at entrance into jobs lasting various lengths of time specifically, one, two, and three years. Although the article does not examine the characteristics of these jobs, its approach offers a useful way to characterize the amount of "milling about" that U.S. youth do in the labor market.

An Evaluation of Seventeen Leadership Development Programs for Vocational Educators

Success as a leader in vocational education is conceived primarily as facilitating the group process and empowering group members. However, a telephone survey conducted in early 1990 of members of the University Council for Vocational Education revealed that there were very few identifiable activities being offered by member institutions that were specifically intended for leadership development. In addition, while many faculty recognized the need for more and better leadership development activities, they lacked the time to create them. Therefore, NCRVE decided to offer special incentives to institutions of higher education and state agencies to initiate a wide variety of innovative leadership development programs for graduate students and inservice personnel in vocational education. This article discusses those programs and the data about leadership development that was collected and analyzed.

The Promises of Consolidation: Three Pitfalls, Three Solutions

Norton Grubb, was included as part of a recent Capitol Hill presentation on legislative principles for promoting career-related education and training. The article argues that, although current consolidation proposals show great promise for creating a streamlined system, there are three potential pitfalls to be avoided when consolidating federal programs.
