This paper is an analysis of how changes in the economy and workplace are affecting the skills required on the job and the institutional processes through which these skills are acquired. It argues that jobs requiring higher skills and higher levels of education are growing faster than lower skilled occupations. Case studies show that skill requirements within occupations are also growing. It argues that in order to understand changes in skills, it is necessary to consider changes in markets and work organization as well as technological innovations.
