Explores issues surrounding the adoption of performance-based policies in postsecondary vocational education and employment training programs. Performance-based policy has two major goals: (1) it seeks to increase the basic and job specific skills needed by program participants to perform effectively in occupations related to training, and (2) it aims to stimulate debate over the appropriate outcomes for vocational education and employment training programs.
