The federal government, along with state and local governments, subsidizes various forms of non-baccalaureate education and training for postsecondary students and adults, with the intention of helping these individuals prepare for employment. Do these efforts pay off? This Working Paper focuses on the kinds of gains in earnings which are likely to result from various forms of education or training. This 40-page Working Paper was originally prepared for the Committee on Postsecondary Education and Training for the Workplace, National Research Council/National Academy of Sciences.
