Comprehensive evaluation and substantive planning in vocational education are not clearly linked in most states. This study reports on how to improve evaluation utilization through better linking of state-level evaluation and planning. State directors and their staffs completed survey instruments as well as in-depth interviews. Among the factors which facilitate the complementary uses of planning and evaluation are regionalization, clear policy direction/mission, and a usable and accessible data system.
