Industry-based skill standards are a central part of the effort to link schooling more closely to the changing needs of the workplace. This report evaluates 22 skill standards pilot projects and makes recommendations for future developments. Bailey and Merritt suggest we pay more attention to long-term goals of increasing the learning that takes place on the job, and helping move workplaces towards high-performance work systems. They recommend that we develop broader, more professional skill standards for all jobs, and that special care be taken to establish meaningful partnerships between employers, workers, and educators. This detailed study will be useful to everyone interested in the skill standards movement.
