This report emerged from a conference organized by the National Center for Research in Vocational Education. Many of the insights and conclusions recorded here resulted directly from the enthusiastic participation of those who attended. The report is primarily a result of their deliberations. In addition, it has benefited from the particular suggestions of Susan Forman, Evelyn Ganzglass, Steve Klein, Dolores Perin, Lisa Rothman, Cathy Schrier, Lynn Steen, Cathy Stasz, Bill Weisgerber, John Wirt, and Margaret Vickers. Donna Merritt organized the conference and gathered most of the material used for the report. She also gave many suggestions throughout the process.
